A major meeting on the future of the police will take place at the beginning of 2021. The President of the Republic, Emmanuel Macron, has decided to hold, from January, a “Beauvau de la sécurité” on a reform of the police, bringing together representatives of the police, elected officials and citizens, indicates the Head of State in a letter.
The name of this consultation, “Beauvau de la sécurité”, refers to the headquarters of the Ministry of the Interior (editor’s note: Place Beauvau) like the names given for national collective bargaining (recently a Ségur for Health was held, the headquarters of the Ministry of Health being, in part, avenue de Ségur).
“I will intervene personally”, writes the Head of State in his letter which responds to the secretary general of the Unity-SGP-FO union Yves Lefebvre. The latter wrote to him to inform him of the “anger” provoked in the police by his remarks recognizing facial checks. In an interview with Brut, Emmanuel Macron notably announced an anti-discrimination platform and also mentioned the existence of “violent police officers”.

With this “Beauvau of security”, Emmanuel Macron says he wants to “improve the conditions of exercise” of the police and “consolidate” the bond of trust with the French. The meeting should be based on the seven reform projects presented by the Minister of the Interior, Gérald Darmanin, at the end of November, continues the Head of State: training, supervision, resources, video capture of interventions, inspection, staff and link between the police and the population, including the fight against discrimination and relations with the media.
“There is an urgent need to act,” insists the Head of State, who specifies that he asked Gerald Darmanin to “receive as soon as possible” the police unions to refine the proposals. “I want to move quickly and concretely to improve the conditions for exercising the beautiful and essential job of keeping the peace”, adds the Head of State. “France stands by its police and gendarmes, we owe them support and protection. I will see to it, ”he concludes.
Gérald Darmanin welcomed the forthcoming holding of this “Beauvau de la sécurité”. He sees in it “the first stone of the great law of programming of the internal security which the police force deserves for a long time”.
With this big meeting in January, the Head of State takes over this issue in any case, in the face of the anger of the police but also the growing mistrust of the French after the beating of Michel Zecler, a music producer beaten by the police. In his letter, the secretary general of the Unity-SGP-FO union Yves Lefebvre underlines that this interview “left traces and a certain anger within the national police”. “Even if your speech came in its entirety to underline the action of the police and the police […] my colleagues (hold back) only one thing, namely that the facial controls exist, that they are a reality, that a young man of color is more likely to be controlled than other people ”. “This statement has called into question the quality of the daily work of the police and particularly that of national police, especially those engaged in difficult neighborhoods”, protested Yves Lefebvre who denounces “urbanization policies that are are followed, piling up immigrant populations in the same place for several decades ”.
Yves Lefebvre calls “as quickly as possible for a timetable of fundamental reforms to finally put the National Police back on its feet” and “the end of the policy of numbers which is one of the main reasons for the deterioration of the police / population link”.
Gérald Darmanin for his part announced Monday that he would receive the police unions on December 18 and promised quick proposals to the Head of State. The two main peacekeepers unions, Alliance and Unity-SGP-FO, on Saturday called for an end to identity checks in protest.
