With his Monday evening referendum proposal on the inclusion of climate defense and environmental preservation in the Constitution, has Emmanuel Macron succeeded in warming the political climate? Not sure at the sight of the first reactions from the ranks of the opposition.
“Emmanuel Macron does not really renounce any form of demagoguery: there is not a Frenchman who is opposed to the fight against global warming and the protection of the environment, reacts to the Parisian Christian Jacob, the president of LR. We are not fools. All this has only one objective: to make people forget its failings in the management of the health, social and economic crisis and the climate of disorder in which we have been for several months. “
“Macron is doing a publicity stunt to hide his poor ecological record. This will not change anything: the environmental charter already has constitutional value! », Reacted for his part on Twitter Bruno Retailleau, president of the majority group LR in the Senate whose support is necessary because the two chambers of Parliament must approve the text before it can be submitted to the referendum.
At the RN, the enthusiasm is not greater. “A referendum for or against the rain, after everything we have just suffered. What cinema… ”, sighs, on Twitter, its vice-president Jordan Bardella. “In principle, we like referendums. But if it’s just to find out if you are for the environment and global warming, then that’s no use. You might as well ask the French if they are for peace, for the end of illness and for happiness, ”reacts to the Parisian party spokesman, Laurent Jacobelli. He would have preferred questions on the nuclear industry (Editor’s note: that the RN defends).
A reaction close to that of LFI. “On the principle of the referendum, yes. But if it’s just to put a principle that is in no way followed by effects, if it’s to amuse the gallery, we are just on a question of display ”, regrets Eric Coquerel. The deputy for Seine-Saint-Denis would have liked to constitutionalize the “green rule” according to which humans must not take more natural resources than the Earth is able to produce.
“The president does not respect the Citizens’ Convention”
Still on the left, Rachid Temal, spokesperson for the PS, believes that “not only does the president not respect the Citizen’s Convention for the climate by not taking up their proposals but he puts up a smokescreen by announcing a referendum that has other goal than to hide its shortcomings ”. “We do not need a referendum since since 2005 the environmental charter has constitutional value, we need concrete measures to fight against climate change, ban glyphosate, promote renewable energies… The dissatisfaction is very large, ”concludes the socialist.
More nuanced, the deputy Matthieu Orphelin, close to Nicolas Hulot, considers that the reform of article 1 of the Constitution “is useful”. “But will she go to the end? Wonders this former member of the LREM group of the National Assembly, party to the Ecology democracy solidarity group. “Remember that we need a compliant vote of the Senate, difficult to obtain […] he warns ”, while concluding that“ the executive and the President therefore refuse to do more for the climate ”.
